Welcome to Children First Early Childhood Iowa area
Children First has merged with DHLW+M ECI to form Southeast Iowa Early Childhood. We now serve the counties of Des Moines, Henry, Lee, Louisa, Muscatine, Van Buren, and Washington.
ECI is a statewide early childhood initiative that was established by the Iowa Legislature in 1998 (formerly Community Empowerment) and restructured and renamed in 2010.
ECI was founded on the premise that communities and state government can work together to improve the well being of our youngest children. This effort unites agencies, organizations and community partners to speak with a shared voice to support, strengthen and meet the needs of all young children and their families.
